Why Did the MDC Participate on the Garfield Extension?

 

The Midland Development Corporation approved an Economic Development Agreement with the City of Midland, funding $1,800,000 for infrastructure improvements to complete the extension of Garfield Street from its current ending point at Carter Avenue to Interstate 20.  The total cost of the project is estimated to be $5,525,000.  The Texas Department of Transportation has agreed to fund approximately $1,600,000.

 

When asked what first attracted the MDC to this project, Mike Hatley, Vice President of Economic Development, explained,

“This project will have multiple benefits, but the most important reason the MDC participated in this project was to create an accessible route to property currently zoned for industrial use.”

Barry Horseman, Second Vice President of the Midland Development Corporation Board of Directors, should not only be commended on his commitment to the MDC, but his devotion to Midland’s higher education achievements.

 

Barry is the Director of Workforce Education for Midland College, where he oversees all vocational non-credit training including continuing education, truck driving, petroleum professional training, and business customized training.  Barry also manages all federal and state funding grants that support vocational training programs.

 

He earned his Bachelor of Arts degree in Political Science from the University of Texas at the Permian Basin, and is charged with the Claydesta/Midland College opportunity zone for the MDC.  Barry is a member of the Applied Petroleum Technology Academy (APTA) Board of Directors who provide oil industry training for international oil companies.

 

When asked what first attracted Horseman to the MDC, there was no delay in his response.  “I have always believed that a pro-active economic development plan is vital to every community whether it be a large metropolitan city or a small town.  My desire to serve on the board revolves around the prospect of working across the table from a company representative from outside the area considering Midland as its next expansion location or the local business owner that needs to expand to be able to provide their services to existing and potential new clients.”
